State of Flood Resilience report 2025
The first annual review of how UK organisations understand and prepare for flood risk, drawing on insight from over 100 senior professionals.
A clear disconnect between concern and readiness.
This report, drawing on insight from over 100 senior professionals across insurers and the insured, found a stark contrast between concern and readiness: 43% of businesses had already experienced flood impacts, and 87% named surface water flooding a top concern. Yet just 29.76% had a flood action plan in place, and only 8.16% felt extremely confident managing a flood event.
What over 100 senior professionals told us.
Direct flood impacts reported by respondents.
The single largest flood-risk concern cited.
Leaving nearly 70% of businesses unprepared.
Despite its faster, more predictable payouts.
Adoption is rising, but two-thirds still have no system in place.
Only 34.69% of respondents had an early warning system in place at the time of this report, though that was already an increase on the year before. The Lloyd's Lab report found that losses can fall by up to 70% when warnings, a flood plan and resilience measures are combined, making the case for early adoption clear.
